SYMPTOMS

When the Colors application in the Control Panel is used to change the button
shadow color to white, all push button windows are painted incorrectly.
Specifically, the Button Shadow and Button Highlight colors are not painted at
all.

Microsoft has confirmed this to be a bug in Windows version 3.1.
