ARP -D and ARP -S commands may not function correctly under Windows NT 3.5
and Microsoft TCP/IP-32.

Example

To see what's currently in the ARP cache:

  c:>arp -a
  No ARP Entries Found

Attempt to add an entry:

  c:>arp -s 22.101.9.229 08-00-09-12-34-56 22.101.102.207
  The ARP entry addition failed: 3

Check the cache again:

  No ARP Entries Found
  c:>ipconfig

STATUS
======

Microsoft has confirmed this to be a problem in Microsoft TCP/IP-32. This
problem was corrected in Windows NT Workstation or Server version 3.51.
