SYMPTOMS
========
When you log on as anything other than an Administrator, you cannot copy icons
from a common group to a personal group. The "Windows NT System Guide" states
that this should be possible, and it is in Windows NT version 3.5.
RESOLUTION
==========
This problem has been corrected in the latest Service Pack for Windows NT
version 3.51.

Microsoft has confirmed this to be a problem in Windows NT version 3.51. This
problem was corrected in the latest Windows NT 3.51 U.S. Service Pack. For
