SYMPTOMS
========

When you install Windows NT 4.0, you may receive the following error message
after the second restart:

  Setup was unable to verify your C drive...

Installation then continues. After the third restart, you receive the following
error message on a blue screen:

  Stop: c000021a {Fatal System Error}
  The Session Manager Initialization system process terminated unexpectedly with
  a status of 0xc000022 (0x00000000,0x0000000)
  The system has been shut down

CAUSE
=====

This error occurs if the Administrator's rights are restricted on the NTFS
partition on which Windows NT is being installed.

RESOLUTION
==========

Make sure that the Administrators have full rights on the NTFS partition before
you install or upgrade Windows NT.
