SYMPTOMS

Rules generated by Folder Assistant for a public folder acting on a field
included in a form created by Electronic Forms Designer may not execute.
CAUSE
=====
The Fuzzy-level test of the strings was performed as a Full String when the new
rule string was set to a sub-string.
RESOLUTION
==========
To resolve this problem, obtain the latest service pack for Exchange Server

Microsoft has confirmed this to be a problem in Microsoft Exchange Server
