SYMPTOMS
========
The process of registering a DLL, for example using Regsvr32.exe, may cause an
access violation message if the registration is performed by a service running
in the context of a user account.
Registering the DLL at the Terminal Server console, or from a service running in
the context of the LocalSystem account, works correctly.
RESOLUTION
==========
To resolve this problem, obtain the latest service pack for Windows NT Server
4.0, Terminal Server Edition. For additional information, please see the

Microsoft has confirmed this to be a problem in Windows NT Server 4.0, Terminal
