SYMPTOMS
========
Windows NT 4.0 cannot automatically prefix a dial back number supplied by a RAS
user.
CAUSE
=====
This issue occurs because RAS does not make use of TAPI location information
during callback.
RESOLUTION
==========
To resolve this issue, manually enter the prefix as part of the number to
callback.
