IBM PC300GL (Type 6267, 6277, 6287) - System will not enter APM Mode with COMM applications

Symptom:
After installing and running certain 16-bit communications applications, Windows 98 will not enter a standby (APM) mode.
An error message may be displayed which indicates that the system will not go into standby because a device driver or program will not allow it.
Problem isolation aids:
This tip applies, but is not limited to PC300GL series 6267/77/87 systems running Windows 98.
The error condition may be seen in other IBM systems running Windows 98 and some 16-bit communications applications.
Fix:
If the APM error condition is observed after running a 16-bit communications application, the system must be restarted in order to utilize the APM, or system standby feature.
