Netfinity 7000 - IBM PCI 5250 Adapter and IBM PCI x.25 Adapter do not work

Problem:
Any PCI adapter that requires memory below the 1MB boundary will not work. It does not matter which PCI bus/slot you insert the PCI adapter in. Two examples of these type of adapters are the IBM PCI 5250 adapter, part number 88H0207, and the IBM PCI X.25 adapter, part number 55H4501.
Resolution:
No comparable adapters have been identified.
