TP 600E,770 - Some MPEG2 NTSC files cannot be played smoothly with DVDExpress

Symptom:
Some MPEG2 NTSC files cannot be played smoothly with DVDExpress version 4.00.018.1.4 or later.
Configuration:
ThinkPad 770 series or ThinkPad 600E running DVDExpress version 4.00.018.1.4 or later. To check your version of Mediamatics DVDExpress:
This patch applies to MPEG2 files have incorrect SCR (System Clock Reference) values. The old MPEG-2 splitter in DVDExpress did not check the SCR values in MPEG2 files and could play them correctly. However, the new DVDExpress uses the Microsoft MPEG-2 splitter and it checks the SCR values to support non-linear MPEG2 files that are used for DirectShow based games. As the result, the incorrect SCR MPEG2 files cannot be played smoothly by the latest DVDExpress.
Solution:
Apply the patch mmosplit.dll. This patch allows existing MPEG2 files with incorrect SCR values the older DVDExpress would play to be used with newer version of DVDExpress.
Limitation: The support for incorrect SCR MPEG2 files and the support for non-linear MPEG2 files are exclusive. If a user applies this patch, the DVDExpress cannot support some DirectShow based games with non-linear MPEG2 files.
Patch Installation procedure:
