PCServer704 - Processor Heat Sink redesigned

There is a new heat sink implementation on the 200MHz processor. There is now one clip instead of two, and the heat sink is noticably shorter. Also, the first batch of 166MHz processors should have shipped with two clips, but only shipped with one. FRU #: 75h9661.
