Hayes Accura 14.4 modem max. connection speed.

DESC:  Connecting at 1200.  Wants 9600.

ACT:  Got CONNECT at 9600 but no login.  Modem capable of 14.4.
      Explained that the speed of the connection is negotiated between
      the modems which use the highest common speed capability.  The
      speed of the tty should not be related.  Found out that Hayes
      Accura uses S37 value to determine speed at which modem will
      attempt to connect to a remote system.  AT&V will show the 
      active profile.  If the profile shows S37:000 (S37=0) then
      the modem connection will be at maximum the speed of the last
      AT command.  Therefore, the tty speed determines the modem
      connection speed in this instance.  Possible values of S37 are
        3        300bps
        5       1200bps
        6       2400bps
        7       4800bps
        8       7200bps
        9       9600bps
       10      12000bps
       11      14400bps

      To ensure that a Hayes Accura 14.4 will attempt a connection
      at 14.4, pdisable tty\#, cu -ml tty\#, ats37=11&w, ~.
