LANG=C instead of LANG=EN_US causes problems with smit nv6000

Cust just loaded Netview and having problem in SMIT

PROBLEM:
smit nv6000 - question mark selection for help not working

ACTION TAKEN:
Customer just installed TME 10 netview 4.1.2 and when he selects
the question mark for field description and information in smit 
nv6000 no comments show up in the drop down box.

ACTION TAKEN:
Checked the LANG variable it was set to C.  Went into smit and 
changed the language variable to the correct setting - LANG=EN_US.
From smit -->System Environments-->Manage Language Environment-->
Change/Show Primary Language Environment-->Change/Show Cultural 
Conventions, Language, Keyboard.
