pax command not restoring ownerships correctly

     AIX 3.2.3

Desc:
   Customer restored from his mksysb and all of the ownerships had 
   changed to root.
   This is a known bug with pax
   Apar:  IX30655

ERROR DESCRIPTION:                                                  
 The pax command is not restoring the uid and gid of a file if      
 the owner and group id do not exist in the /etc/passwd file.        
 This should work exactly like the tar -xv cmd works to restore
 an archive.
   When pax is restoring a file and cannot find the owner as a
  user, sets owner to root.
 IX30655   67656 PAX CMD DOES NOT RESTORE FILE OWNERSHIP CORRECTLY

Since he is at 3.2.3 I am going to order the oldest of the ptfs 
for this apar.
