128-port RAN bug at 4.1.3

ENV: 4.1.3, 128 port adapter, RAN

DESC: Customer would like to know if there is a "bug" for
        4.1.3 and RANs.

ACT: Searched AUSText and found 'cmxa_adp_fail' in
RECORD ID NUMBER: RIX53147. (See text below)

"The 128-port adapter can be inadvertantly marked bad, ending
up with a CXMA_ADP_FAIL error in the errorlog that is not true."
                PROBLEM SUMMARY:
The 128-port adpater is getting incorrectly marked
bad. In the error report will be a CXMA_ADP_FAIL error,
        with NO corresponding ASSERT error.
                PROBLEM CONCLUSION:
When bad values are read from the adapter, we no
longer immediately mark the adapter bad. We will
now retry several more times to get good date before
        giving up on the adapter.
                TEMPORARY FIX: NONE

        MODULES/MACROS: NONE

        SRLS: NONE
