The collection of files in SFWAR15A.ZIP and SFWAR15B.ZIP constitute
the SFWARM15 patch for version 1.96 of Street Fighter 2.

SFWAR15A.ZIP contains 13 of the patched fighter resource files (.re).
SFWAR15B.ZIP contains the new Vega .re file from SFLIU 2.1 and the rest
of the needed patch files.
SFWAR15C.ZIP contains the miscellaneous SF2IBM 1.96 files needed to make
a complete, playable SF2IBM game. So, if you already have the original
version 1.96, SFLIU 2.0, or SFLIU 2.01, the only files you will need to
obtain the complete SFWARM15 patch are SFWAR15A.ZIP and SFWAR15B.ZIP.

Because Derek Liu and Brian Chan have cleverly managed to create all the
files needed to add Balrog and Vega to SF2IBM, there are now 14 possible
World Warriors (Ryu, Ken, Guile, Blanka, Chun Li, E. Honda, Dhalsim,
Zangief, M. Bison, Sagat, Balrog, Vega, Andy Bogard, and Terry Bogard).
However, the .exe file will only allow 12 to be in any one playing
configuration. Therefore, I have written a program that enables the
user to build a playing configuration with any 12 fighters, the "easy"
trigger keys or "arcade" trigger keys, blood on or "stars" on, normal
version 1.96 backgrounds or SFLIU backgrounds, and also runs SFLIU and
SF2CFG.EXE.

All of the SFWARM patches have been attempts to enable as many of the
special fighter moves of the "super" version of the original uploaded
SF2 V1.90, add some brand new moves, and fix some bugs. However, none
are intended to play like any other arcade or home version of
Street Fighter 2.

In addition to what the first 14 versions of SFWARM did,
this 15th version does the following:

1) Adds the World Warrior Vega (from SFLIU 2.1).
2) Adds SFWARM.EXE, an easy-to-use build-your-own-config program
   (see SFWARM.DOC for more info).

Bugs!
-----
1) Occasionally, if the 2 fighters jump toward each other at the same
time, a ground throw can be done in the air. Then, at the normal end
of the throw, both fighters are still up in the air and can then begin
another move or series of moves there.
2) Occasionally, a computer fighter may start another move while still
in the air or a move may suddenly not work properly. This is possibly
due to the "interruptability" of moves/attacks.
3) After a number of matches have been played without exiting, the game
may suddenly exit out to DOS with an "insufficient memory" error. This
is probably a bug in the xsf196.exe file.

Note: The collection of files in SFWAR15A.ZIP and SFWAR15B.ZIP are a
PATCH to version 1.96 of SF2IBM and are NOT playable unless included
with SFWAR15C.ZIP or with the original SF2IBM 1.96, or with SFLIU 2.0,
2.01, or 2.1. Nor will they work properly with any previous version of
SF2IBM. XSF196.EXE, SF2_CHAR.SF2, SF2CFG.EXE, and a number of .voc
files replace files from version 1.96 of the game.

Instructions:

Unzip and copy the files from SFWAR15A.ZIP and SFWAR15B.ZIP (and
SFWAR15C.ZIP) into your SF2 directory.

If you intend to play the game with sound enabled, run EXTVOCS.BAT,
which will copy some .voc files to other names. Many of the same
sounds are used for the different fighters under different filenames.
To save space, only one copy of each was stored in the .zip files.

SFWARM.EXE will build a running configuration with any 12 of the 14
World Warriors, with "easy" trigger keys or with "arcade" trigger keys,
with blood or with "stars", with normal version 1.96 backgrounds or
with SFLIU backgrounds, or will run SF2CFG.EXE or SFLIU.

Note: SFWARM15 will also run properly if installed into a directory
containing only the SFLIU2.x collection of 1.96 files.
And several graphics-related files changed but not renamed by SFLIU have
been renamed so that SFWARM can be installed into a directory containing
SFLIU with a minimal number of files with the same name.
